The position represents the United States Department of Commerce (USDOC), United States and Foreign Commercial Service (USFCS) in Taiwan. Serves as a professional analyst and advisor to U.S. staff in planning, organizing, and administering programs to facilitate the marketing of U.S. goods and services. Assists U.S. firms by developing and organizing marketing strategies, including market research and reporting, planning trade promotion events, identifying and leveraging trade opportunities, and connecting U.S. and local business representatives, under the supervision and/or support of Commercial Officers and senior FSN staff.
Analyzes market trends and prepares factual and analytical reports affecting U.S. exports and trade in assigned industry sectors. Develops and maintains professional relationships with government and industry contacts to support trade and investment. Advises U.S. and host country clients on relevant regulations and informs host country officials and business organizations about U.S. trade legislation, regulations, and practices.
Is responsible for developing and implementing inbound investment promotion events and activities within assigned sectors. Advocates for U.S. trade interests by identifying actions, resolving trade problems, and investigating trade complaints. Assigned sectors include services (Education, Travel & Tourism, Financial Services, Investment), Consumer Goods, and emerging sectors such as renewable energy, environmental technologies, and healthcare services. May guide interns and contractors.
Major Duties and Responsibilities:
BUSINESS MATCHMAKING AND OTHER FCS PRODUCTS AND SERVICES (20%)
Serves as an apprentice-level analyst supporting USFCS programs such as matchmaking, due diligence, and in-country promotion. Identifies distributors, partners, and representatives and recommends appropriate USFCS products and services. Investigates and supports resolution of trade complaints and advocacy cases, and conducts pre-license and/or post-shipment investigations for the Bureau of Industry & Security.
BUSINESS COUNSELING, ADVOCACY & OUTREACH (15%)
Advises U.S. firms and USG personnel on market entry, expansion strategies, and trade issues. Responds to trade inquiries, prepares talking points and presentations, and supports dispute resolution involving commercial and IPR issues.
TRADE AND INVESTMENT EVENTS (25%)
Proposes and implements virtual and in-person trade events, including missions, exhibitions, seminars, and SelectUSA investment promotion events. Organizes logistics, promotion, budgets, contractor supervision, and post-event reporting. Tracks client satisfaction and reports outcomes through Written Impact Narratives (WINs).
MARKET RESEARCH (15%)
Conducts market research and prepares studies analyzing trade, production, and market trends. Produces reports such as Country Commercial Guide sections, Customized Market Intelligence, and Initial Market Checks. Supervises contractors or interns as needed and ensures quality standards.
STRATEGY, TRADE CONTACTS AND MARKET DEVELOPMENT (15%)
Advises Commercial Officers on sector strategies, maintains key trade contacts, identifies trade opportunities, and supports resolution of trade issues. Contributes to post strategic planning, develops sector-specific programs, and supports regional initiatives.
ADDITIONAL DUTIES (10%)
Maintains client records, databases, and reporting systems including Salesforce and eMenu. Supports policy events, official visits, briefing materials, and other duties as assigned, including coordination on financial and administrative matters.
