The employee performs a full range of financial services including budget formulation and execution, monitoring, analysis, accounting, and reporting in accordance with IDC/ICASS Service Standards, USG Appropriation Law, and Agency/AIT policies. Responsible for managing and approving accounting transactions for serviced agencies, advising on financial status and projections, performing monthly and year-end closings, supporting audits, and serving as backup to other Budget Analysts.
Major Duties & Responsibilities:
1. Financial Plan and Operating Budgeting preparation and Monitoring (35%)
Acquires and develops full range of financial plans for all responsible offices and funding sources. The employee prepares, monitors, and adjusts financial plans and operating budgets. Also, the employee maintains the budget figures in AIT's accounting system. Assists the responsible offices with submitting the financial plan to their headquarters. In addition, the employee responds to budget inquiries, monitors the budget based on business environment, such as evaluating the impact of exchange rate fluctuation, estimating the cost of early arrival of an officer, estimating funding shortage of a transaction, reprograming funds among accounts, requesting additional funding from headquarters of responsible office.
2. Execute financial plan and perform funds controls (30%)
Reviews, adjusts, and monitors funding to ensure smooth operation of all responsible offices. During the Continuing Resolution period, the employee must adjust available budget according to authorized amount. Once the Continuing Resolution has passed, the employee must ensure the financial plan is monitored and executed according to the contract, Memorandum of Agreement (MOA), or Memorandum of Understanding (MOU). Incumbent determines appropriate expense accounts and amounts to be obligated. Reconcile documents, schedules, and statements with data in the accounting system.
3. Handles all financial related matters (15%)
Ensures the operation, and financial and accounting records of responsible offices are correct, sound and in compliance with AIT’s contract, Memorandum of Agreement, applicable legislation, regulations, policies and standards, including Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), FASB Accounting Standards, the OMB Circular, etc. The employee needs to ensure strong internal financial controls are enforced and potential weaknesses are identified and resolved to prevent fraud, waste and abuse of government resources.
4. Prepare and coordinate responsible offices' filing and accounting requirements (10%)
Ensures the financial and accounting records are correct in the accounting and reporting applications for both USG government and the non-profit organization requirements. Maintains official accounting records for all responsible offices. The employee ensures the accuracy of all data, such as budget, obligation, liquidation, actuals and financial data recorded. In addition, the employee must ensure all charges are made in compliance with the cost principles (or OMB Super Circular), General Accepted Accounting Principles, FASB Accounting Standards, etc.
5. Prepare financial statements and schedules, provides supports to the audit, and perform other duties assigned (10%)
The employee prepares financial statements, supporting schedules and requested information. Updates and tracks funding received through the AIT/DoS contract under the Contract Modification/Task Order. Prepares and coordinates tasks, such as preparing schedules for the non-profit auditing, reconciling asset and liability accounts, preparing journal entries, supporting the audit, implementing the audit requirements, etc. Performs other duties assigned.
